    Founder / CEO

    Rebecca Sibilia launched EdBuild in June of 2014. Prior to starting EdBuild, Rebecca served as the Chief Operating Officer and Vice President for Fiscal Strategy at StudentsFirst. In her fiscal strategy role, she led a team in analyzing per-pupil funding levels and state funding mechanisms that ensure "equity" and "adequacy" considerations. Her team also studied and made recommendations to state and district officials on directed reforms to support more innovative use of resources across the public education spectrum.

    Prior to her work at StudentsFirst, she served as the Chief Financial Officer for the DC Office of the State Superintendent of Education, where she oversaw the investment of more than $1 billion in local, state, and federal student funding and the calculation of per-student funding based on state policy priorities. In prior roles, she created congressionally funded education programs; held state and local education policy roles; and developed venture philanthropy programs to serve low-income students in accessing quality education in appropriate settings.

    Rebecca holds a Bachelors degree in Political Science from Clemson University and an honorary fellowship in American Government from the University of South Carolina.

    Data Analyst

    Megan believes that systemic racial and economic disparity are the roots of educational
    inequality in American public schools.

    As a Data Analyst at EdBuild, Megan works with large, complex datasets to uncover compelling
    patterns and trends in the way schools are funded. Before joining EdBuild, Megan was a Teach
    For America corps member and taught mathematics in an under-resourced Milwaukee public
    high school. She also conducted graduate research on educational equality, student outcomes,
    and school spending.

    Megan holds two master’s degrees: one in economic theory and policy from the Levy
    Economics Institute of Bard College and one in educational policy and leadership from
    Marquette University. She also holds a bachelor’s degree in economics from Hobart and
    William Smith Colleges.

  • Cecilia Depman Data Analyst

    Data Analyst

    Cecilia believes in the importance of using data to create and uphold public policies which both
    bridge disparate communities and reflect the heterogeneous realities of individuals within
    them.
     
    Cecilia contributes to the data team by transforming large and complex datasets into accessible
    and usable visualizations. Before joining EdBuild, Cecilia provided research support on local and
    national food security projects with organizations such as GrowNYC and the NYC Mayor’s Office
    of Food Policy. She also conducted program analysis to determine the efficacy of federal
    nutrition programs in the state of Maryland.
     
    Cecilia holds a master’s degree in Environmental Policy & Sustainability Management from The
    New School and a bachelor’s degree in English Literature from Kenyon College.

  • Sharon Agnello Operations Manager

    Operations Manager

    Sharon works at EdBuild because she believes that schools should be reflective of children from all incomes and all races.

    Sharon grew up in Greensboro, N.C. Although Greensboro was the first city in the south to publicly announce it would abide by the 1954 Brown v Board ruling, it was not until 1971 that its public schools were fully integrated. In her elementary school years, Sharon was bused to a school 7 miles away. She experienced a public school education where busing provided a racially and socioeconomically diverse community. She would not have it any other way.

    As Operations Manager, Sharon supports EdBuild in finance, human resources, communication, and technology. She also supports Rebecca Sibilia as Executive Assistant.

    Having graduated from N.C. State University in Raleigh, NC with a B.A. in English, Sharon entered the entertainment business and has represented one artist, Jay Farrar, and his band, Son Volt, for over twenty years. She also spent time at a NYC business management firm working as a bookkeeper for celebrities and other high-wealth clients. Most recently, Sharon served as the Director of Communications for a Jersey City Montessori school.

    Data & Visualizations Manager

    Sara believes that borders should be constructed thoughtfully to ensure that they strengthen communities.

    As the Senior Data & Visualizations Analyst, Sara analyzes large, complex datasets and turns them into compelling stories and visualizations. Prior to EdBuild, she had an environmental mapping consultancy and worked on projects with the United Nations Environment Programme, New York Hall of Science, Carnegie Museum of Natural History, and others.

    She received a master's degree in Geography from CUNY Hunter College and a bachelors degree in Mathematics from Colorado College.

    Manager of Policy and Research

    Zahava believes that child poverty and community economic health are at the root of the largest problems facing American public education, and she is excited to be part of an organization that is refocusing the policy conversation on these fundamental issues.

    Zahava contributes to policy research, analysis, and communications at EdBuild. Before joining EdBuild, she worked with the School District of Philadelphia on its strategic planning process, completed an Education Pioneers fellowship at TNTP (formerly The New Teacher Project), and conducted graduate research on issues of educational equity, student disadvantage, and school finance. She began her career in education at Innovative Schools, a nonprofit organization in Wilmington, Delaware, working with school districts and charter schools on human capital issues.

    Zahava holds master's degrees in public administration and education policy from the University of Pennsylvania and a bachelor's degree in politics from Princeton University.

    Senior Developer

    Marc DePoe joined EdBuild because he knows that a quality education is a fundamental right for every student.

    Working as EdBuild's Developer, Marc plays a crucial role in developing and maintaining our database architecture, and translating our policy ideas into interactive solutions for our stakeholders. Prior to his work at EdBuild, Marc worked with diverse and well-known clients such as UnitedHealthCare, Vice Media, and The White House, where he oversaw the development and launch of Michelle Obama's Let's Move! Cities, Towns and Counties initiative site.

    Policy and Communications Associate

    Yi understands that addressing socioeconomic and racial disparities begins with giving all students the resources they need to succeed.

    Yi contributes to policy research, analysis, and communications at EdBuild. Before joining EdBuild, Yi provided research and writing support for members of the British parliament. She also writes for United States Common Sense, a Bay Area think tank.

    Yi holds a master's degree in public policy from the London School of Economics and a bachelor's degree in philosophy and neuroscience from Pomona College.

    Chief Programs Officer

    Matt Richmond is Chief Program Officer at EdBuild. He is the author of The Hidden Half: School Employees Who Don’t Teach and co-author of Financing the Education of High-Need Students; his work has been featured on NPR: Marketplace, The Huffington Post, RealClear Politics, Education Week, and other media outlets. At EdBuild, Matt manages all program-related activities, including state partnerships related to education-finance reform and national-level research. Prior to EdBuild, Matt worked as an adviser to the Government of Malawi on public-sector reform, through a Fulbright-Clinton Fellowship, and was a research analyst at the Thomas B. Fordham Institute. He received a master’s degree in international development from the University of Pittsburgh and a pair of bachelors in political science and economics from the University of North Carolina at Chapel Hill.
